I believe it's only for licensed arms dealers. Would be nice if you could buy at this rate though...

I know, it does say whole sale prices for arms dealers and maximum retail prices, which i presume are for civilians

Garg armory does sell 22 rounds at the control rate. Don't know about other ammo.
