Aloha,

Is it legal to Reload in India?

That is, are you able to purchase primers, powder and bullets and assemble into a new bullet?

Or is that against the law?

The law allows reloading with limits of how much reloaded ammo you can possess at any one time (same as the one time purchase limit on your license, most often this is a measly 25 rounds), how much powder (black/ nitro) you can possess at any one time (5 kilos as per explosives rules, unless a specific larger quantity is entered on your license) and how much lead shot you can purchase and possess at any one time (2 kilos unless a specific larger quantity is entered on your license). Purchase & possession of reloading equipment does not require any special license.

That said,

a) No one in India manufactures, imports or retails reloading equipment (presses, dies etc.)
b) No one in retails nitro compound or primers
c) Black powder & percussion caps are sold by dealers for use by people who have a muzzle loader entered on their license
d) Lead shot is available, but no one retails any other projectile
e) No one retails empty brass

So reloading, while legally allowed is pretty much a fools enterprise (no consumables available etc. - as outlined above)

Cheers!
