You can reload in India LEGALLY, if you have an arms license. To the limit of your one time license ammo allowance. Beyond that limit would be illegal.
Also, an arms licensee can LEGALLY keep upto 2 kilos of 'nitro compound', BUT WHO is going to sell it to you?
What about primers & projectiles?
It's a non-starter for any ordinary gun owner in India....
