Hi Arnab,
I do not know of a source for ready made wooden shafts, that are batched by weight and spine, in India.
You may end up making a few hundred dowells just to get a few dozen shafts with the required weight and spine. Or you may need to go with very large fletching 6" and above to get some semblance of decent flight but at the expense of velocity.
I would be most interested in your build along. What kind of bows have you made to date?

I also made 8 arrows using light weight steel pipes. I made pvc schedule 80 pipe bow taking help from youtube videos by backyard bowyer. ......................... amazing videos....................will post pics soon............

Lovely Post.. makes things look so easy. definitely gonna try it out... but first some help here on the aluminium shaft, inserts and the arrow head.. where can we get them? I am in the process of making a copy of the bow which I had bought.. will post pics as soon as I finish it...

very informative,what is diameter of shafts?i had searched for shaft material but least diameter shaft got 11mm which was used in curtain rod,its weight around 300grain at 20inches long bolt.
