Nope it's not really liberal... you forget that the 9" limit means that you would need an arms license for a sword! Also, the 9" limit does not apply if the blade is meant for agricultural use, now who is to determine which is meant for agricultural use and which isn't? And does this mean that an agricultural implement cannot be used as a weapon if the wielder so chooses? We live in the 21st century, yet we still have legal requirements to procure licenses for obsolete black powder muzzle loaders and swords... while the bloody terrorists/ criminals procure sophisticated arms with impunity!
