Why is it that everywhere in the world, vermin were/are open for hunting all year long but it seems in india this was not the case.

Was it not? I'm guessing you are talking pre-1972? Or is it pre-1990/91 amendments to the Wildlife Protection Act?

There was a closed season for vermin ?
How very sporting what ?
I suppose the closed season was to allow the vermin to breed ........
Which, of course, is why vermin have no closed season elsewhere !
