As 357 S&W states, hunting licenses are cheap in the US. Here is the schedule for the various licenses in Minnesota. It goes something like this. If you were going to hunt Pheasants, you would buy a small game license ($19) and then a Pheasant (stamp) endorsement ($ 7.50). With certain species (listed), you would buy a stamp but say you are going squirrel hunting, then all you would need would be the small game license.
There is plenty of marked public land to hunt on if you don't have access to private land.

Less than 6000 rupees for a deer. Unbelievable.

The law is effective and there is enough land devoid of human habitation to allow wildlife to flourish.

Actually almost all the land (at least around here) is inhabited. However, this area has a lot of agriculture so the population density is lower. Deer here co-exist with Humans. This area was originally Prairie and there were very few trees till the first white settlers moved in. Almost all the trees were planted though places like river banks had trees. Almost all the houses in rural MN have "windbreaks" where rows of trees are planted to cut the wind. Most of the woods are on hills or un-tillable land or in sloughs and surrounded by farmland. This is where most of the deer bed down. During the summer and fall, deer feed in the fields. The primary crops gown here are corn and Soybeans with some oats, wheat, alfalfa and sorghum thrown in for good measure. Most of the wood here are heavy with deciduous trees like Oaks and Walnut. There are a few conifers but not like what is found in Northern Minnesota.

What you will find is that hunting in US is one of the cheapest in the world. Hence a lot of tags are highly competitive.

Anyone can walk into a department store like Walmart and buy a deer tag ($26 in 2010). There are no trophy fees. It is called a tag because after you harvest your deer, you must affix the tag to the body of the deer. This tells agents of the Dept. of Natural Resources that the deer was legally taken.In 2009, Minnesota deer hunters registered 194,178 Whitetail deer. After you tag your deer, it must be registered at an official registration station. There they will look at the the deer and record detail like sex, age, condition, etc. This data is then fed to the Dept. of Natural Resources. Only after registration can you process your deer. Tags for other big game animals like Moose, Bear, etc are more limited in number and are offered by lottery. You apply for a tag and if you get it then you pay the fee and pick up the tag. Some areas with large wildlife populations also offer bonus deer tags (by lottery) that can be only used in that hunting zone.

Hunting can be conducted anywhere in the state. On private land (with permission) or on designated public lands. Usually, tags won in a lottery have designated zones where they can be hunted. Calibers allowed for white tail deer are any centerfire cartridge from .22 cal to .50 cal. Note that the .22 cal is centerfire and not rimfire. This allows hunting with the .223/5.56 Nato cartridge. A large percentage of the money used for conservation comes from sales of hunting licences (tags) and taxes on firearms and ammunition. Without those dollars, it would not be feasible to carry out the very successful conservation programs that allow most native US species to sustain high population numbers.
