.22 license-need help

hi i want to buy a .22lr rifle but the problem is i don't have a license but want to obtain one my question is what documents i need to obtain a license i don't have any land on my name is it required i am a college student and have ncc camp certificates and b certificate please help me on this also the license fees information is also appreciated
