They do not want the public to know. After all it is a Top Secret mission, related to the security of the nation. Foreign experts have also been called in. In the mean time the government is playing down the incident

Well coming from Trichy, i would like to dispel some doubts.
The butts in question were rejects that had been procured by an ex-worker of OFT and who died. His widow wanted to dispose of it and the "raddiwallah".
You do have them down here who deal in waste paper etc and are known to barter onions.(This has nothing to do with the onion crisis) picked up thinking they were plastic at what he thought was a killing (pun intended), only realising later that it was fibre and dumped them.
After a thorough enquiry everybody was given a clean chit and a sensational story ended damply.
