While the other main forces say Central Police Forces, Army utilise the Army standard INSAS and SVD and some the MP5, what would be the political obstacle regarding the purchase as Mizoram Police plan to buy these weapons and is in the final stage they wait only for the approval of theHome Ministry. What would be the tactical advantages??

I don't think that they will give them to the all police men/women... probably for specialized SWAT like units... if the civil services clears the purchase

Since the weapons acquired by Mizoram Police is only going to be used as showpiece items, the colt M4 is the appropriate choice. Considering the poor quality of training of police forces in Mizoram.. (IRC ammo requisition by Mizoram police for a year speaks a lot about training : 500 or 1000 rounds of 9mm ball ammunition and 1000 rounds of 5.56?)
Also an infamous departmental notice by the DGP Mizoram police a few years ago notifying that henceforth annual firing which took place every 5 years would be held every 4 years is not very suggestive of an efficient and effective police force. So as the M4's are probably going to end up as dress peices and carried by cops who probably haven't fired more than a couple of rounds in them.. No problem! At least it will give the poor foot soldiers something to talk about and strut with.. untill.. god forbid, they need to use them!

or they could be for the protection of the VIPs. Few months ago I read a news in a newspaper that Punjab police has decided to import 300 SMGs for the security of Chief Minister

If it goes by customary precedence in various state police forces, my guess is it'll be more of an exercise in something like "look, we have fancy toys too". Jonah's observations apply to most state police forces where the biggies really don't take things seriously enough and simply don't have the mojo to sustain a good effort/policy. M4's would be as good as any 5.56mm carbine in the market (barring, of course, the INSAS)...I'd even dare say the M4 is dated.
The Sakos are fated to be locked up in the armory most days unless some officer decides to try out a "sophisticated sniper gun"
... I know of a number of PSG1's and Steyr SSG69's in similar circumstances... There is no policy, doctrine or training concerning the legal, psychological and moral implications for the use and deployment of snipers in the state police forces... this, they realize only after they have procured the expensive showpieces.
In any case, its pointless if only a namesake quantity is procured as is the case in many state police forces. For example, what world-shaking advantage does a state police derive from procuring 15 glocks ...or 10 MP5's ? It may or may not be the case of the Mizoram Police but this is the case with some State police forces!
Additionally, most of the deciding people being rank amateurs, actually believe that any weapon outside what is available domestically is a magic weapon that will transform a khaki jockey to a universal soldier...or something to that effect. Proper training and constant practice is considered 'not really necessary' (actually!) and consigned to a shoe-string affair.

I agree, instead of buying 'modern' equipments, they should focus more on training the cops properly. I remember seeing 2 cops who were guarding a local MLA trying to figure out how to get the one cartridge out of the chamber of a Sterling L2A1 after the 'conventional method' failed to eject it. They took the magazine out and was trying to eject the round in the chamber like they do with other guns lol.
