Is the Draganov svd still produced either under licence in India or as a clone of the original and if so can they be purchased ?

Nope. Its not produced and not purchaseable.

Well there's the SVD-s version(with a folding stock) and SVD-Y(bull pup configuration),besides the standard version.Naga is right the weapon can't be bought in India,you can always try China,or there are Russian civilian versions(medved;meaning bear and tigr;meaning tiger!).The civilian versions can be had in either 7.62*54R or 7.62 Nato.
