MoA,
That is a gorgeous looking rifle.Looks awesome. The build quality is very apparent. Congratulations.
Am I correct to assume that the straight stock necessitates the high sights?

Nope.. its just over engineering. The sights are designed to be folded down to prevent damage during running around. The thing also has a trigger extension, so that in the winter snow you can shoot it without removing your mittens.
You really ahve to see it in person to understand how over baord the Swiss went with this.

Is this the same one that was standard issue to Swiss Armed forces personnel upto the eighties ?

As an example of overcoming adversity, Karoly Takacs has few peers. He was part of Hungary’s world champion pistol-shooting team in 1938, when an army grenade exploded, crippling his right hand. Ten years later, having taught himself to shoot with his left, he won two gold medals in the rapid-fire class.

Jeff Cooper advocated four basic rules of gun safety:
1) All guns are always loaded. Even if they are not, treat them as if they are.
2) Never let the muzzle cover anything you are not willing to destroy.
3) Keep your finger off the trigger till your sights are on the target.
4) Identify your target, and what is behind it.

Congratulations MoA,
I reciprocate the sentiments of the rest of the posters here , I also want to point out that your brother-in-law is rather brave (to wear a t-shirt with a target printed on the front to the shooting range).
best,
