Don't know too much about obscure W&S revolvers...but it appears to be a variation of the Webley&Scott "W.P" .32 pocket revolver- available in Hammer and hammerless - This one, obviously being the latter (actually concealed hammer rather than hammerless)
RB Rodda&Cos 1930 centenary catalog lists the one with a longer 3 inch barrel at Rs.95!
Interesting anyway
... of course one can notice the amusing Indian penchant of sticking a lanyard swivel in even the smallest pistol!

They also came in .38S&W.The grips very small and not very comfortable.

Make sure none of the IOF people see this...they'll probably think it worth copying and inflict it on the poor unsuspecting public...

This is the Webley .320 Pocket Hammerless Revolver. These were manufactured between 1901 - 1936.
