As per the Arms Act 1959 and Rules2016,the power to grant a licence for a firearm is vested only with the DM or COP as the area may be. if you apply for a HAND GUN ( Pistol or Revolver) and if it is granted, you are free to buy any NPB or Permissible Pistol or revolver which can be used for sport or protection. Licensing Authority - usually District Magistrate/ District Collector or Commissioner of Police (depending on your jurisdiction), has full power to grant any arms license from the permissible list even without waiting for police verification report. They don't usually do so, but they can if the circumstances dictate.
They have wide discretion per Arms Act, which has been put in place for them to best serve the interests of citizens and society. Whether or not this discretion is actually used for the best interests of citizens, you are the best judge of that.
