I am planning to buy a cz27 from the owner directly ,the gun is in a good condition.What should be a decent/fair price to buy it

Yes prices do differ. Delhi side weapons are more expensive.

This is very old pistol and parts are had to get , although well made solid pistol, not as pleasing say as PPK but good luck
