ARMS UID

Hi Friends,
Yesterday in Local News Papers (cutting attached), i got a news on Unique Identification No. for Arms License Holders. as per news, from coming April-2019, every license holder would get a UID from their Local Arms Department.
but the same drive is still going on since last several years & now we are getting a new news on it.
is't the same thing or something new is going to be happen, please advise friends.
