In California, every handgun purchase requires what is called as HSC (handgun safety certificate). It provides the fundamental safety rules which should never be broken for safety of self and people around us. Its a good read, especially the 6 rules which are hammered by NRA in each and every training provided across the country.

The certificate requires a simple written test, and showing safe handling of gun (holding, finger off the trigger, empty check, etc.)
