There are different type of safety in Pistol. Here i mentioned three types.
1) Slide Mounted decock Lever. This allowed for safe carrying of the weapon with a chambered round( Walter and may be others type of Pistol).

2) Frame Mounted Decock Lever( Colt Govt. 380 ACP).

3) Ambidextrous Manual safety( CZ 83)

Which one are the most reliable in above mentioned safety. Which type of Ambidextrous Manual safety are.

A decock lever when applied lowers the hammer, on a handgun, safely. For example, SIG P series handguns have no safety, instead they have a frame mounted decocker that lowers the hammer safely.

On the other hand a Colt Government Model pistol has a safety but if you want to lower the hammer, you have to do it manually which can be dangerous (if you mess up and drop the hammer accidentally). You can be taught the proper way to do this but you must always be careful when doing this.
A safety actually blocks the hammer and/or sear when applied.

Most Walther PP/PPK, have hammer block safeties not decockers. The PPS (produced for a very short time) had a decocker.

What you are calling the frame mounted decock lever on the Govt Model .380 ACP is actually a safety.

The CZ 83 also has a safety and not a decocker. "Ambidextrous safety", in this case, just means that there is a safety lever accessible on either side of the hand gun

I should also mention that there are some handguns that have a combination safety/decock lever.
For example, in the H&K USP series pistols, here is how it works.

Nice it is. But we Cannot get it in India
