I tried searching for these answers on the site but did not get crisp answers.....

I wanted to find answers to my questions around the logistics of importing a gun.....

* Which airline is preferred, if any?

* Would the airlines people know about TR regulations and travelling and importing a gun?

* Do I need to tell any of the authorities in USA when I leave for India and change my "Residence" as part of TR?

* What will happen if I am not able to get a firearms license from Indian authorities in India? Can I bring the gun back to USA?

* Has anybody succesfully imported a gun from US? What were your experiences?

I am sorry if some of these questions were discussed somewhere else.

FWIW, I own a Berretta 3032 Tomcat.....

>> All are the same prefer the non stop ones to India or Indian ones just keeping logistics in mind

* Would the airlines people know about TR regulations and travelling and importing a gun?
>>More than Airline look up TSA rules on gun baggage rules follow them to the T you can check their website and if possible contact airline directly for example Continental might be more experienced with hunters etc flying.

>> Yes you do contact the local police and follow the rules and also the consulate for specific rules
* What will happen if I am not able to get a firearms license from Indian authorities in India? Can I bring the gun back to USA?
>> Gun will be impounded at the airport by customs at the airport and released once you procure the license. Simply check Indian Central excise and customs site. I would also ping some one in Punjab to initiate the license process. Authorities might and it’s a big one MIGHT expedite the license under these circumstances. Also Punjab typically provides only state license so you will need additionally information on how to transport pistol from Delhi etc to Punjab

Hello again members and Abhijeet I got your email and hence the topic

First let us look at all the requirements on the Indian side.

1.Indian Firearms License( preferably with All India coverage)

2.Proof of having lived abroad for 2 years or longer and returning.
(Work Visa and immigration stamps on passport or Green Card etc).

3.Should not have spent more than 6 months in India on short visits
in the previous 2 years. The total number of days spent in India are
counted and should not exceed 180 days at a stretch or even
in "installments".(Otherwise special permission must be obtained from
Commissioner of Customs)

4.Proof of Transfer of Residence(show that you have brought back
other stuff such as a container used,household goods etc.

5.Proof of Purchase in the form of Receipts bills etc.( Detailing
Date of purchase, serial number, caliber, make etc.)
6.Proof of having owned the firearm for at least one year.(receipts)
7.A possession or Carry license issued in the foreign country.(* more
on this later)
8.Only ONE Firearm of N.P Bore. and 50 cartridges of the same bore.
9. Firearm must not arrive in India more than one month earlier than
or 2 months later than the person.( otherwise special permission must
be obatined by the Customs Commisioner)

Now the requirements in the foreign country (in my case the U.S.A)

1. Import permit from India(Usually an official letter issued by the
DCP or higher officer stating that the importer is not prohibited
from owning firearms and is eligible for the import of one N.P Bore
firearm under T.R Rules.Ideally this letter should also contain the
serial number, make, and caliber of the firearm to be imported and
the Indian firearms license number and issuing authority with issue
and expiry date.

2.Export Permit for the Permanent Export of a Firearm issued by the
U.S State department, obtained for the firearm by a Department of
Defense Export Licensee(usually a firearms dealer licensed by the
above Dept.)
3. Lastly a firearm license or possession certificate issued in some
U.S States or a Concealed Carry License.(Obtained after a background
check, finger print check, firearms safety and marksman certification)

Procedure:
1. Buy the firearm & ammunition of N.P Bore along with a dated
receipt with caliber, make and other particulars.
2.Obtain a Concealed Carry License from the State of Residence.(this
takes anywhere from 2 weeks to 3 months depending on the state. Some
states dont issue at all or only to citizens)
3.Obtain from India the import permit issued by the DCP.
4.Apply for the export permit in America through the Export
Licensee.He will let you know when and how to ship it to him.(so far
I have been able to locate only one exporter willing to ship to India)
5.Once the permit is approved(usually takes 45-60 days, mine took 6
months)you can officially come on full T.R to India.
6.The firearm will be shipped only via U.S Postal service by the said
export licensee. It may not arrive at the same Port of Entry as the
person.It will arrive at the Parcel Office of the Customs Department
(Mine arrived at Mumbai even though I came into Chennai)
7.You will have to find out which Ports Parcel office it arrived at
and then clear it from there.
8. After clearance from Customs(which may take some effort)wherein
every detail is strictly scrutinized and every rule is adhered to, it
will be again shipped via the Postal service to the post office of
the Area in which the firearms license was issued.
9. An import tax of approx.164% of the cost of firearm will have to
be paid at the post office and a receipt obtained.
10. The firearm is taken for inspection to the issuing authority and
particulars entered in the license after due inspection and showing
proof of import duty paid.
NOTE:
a)TR facilites must not have been obtained by the person in the last
3 years. And the facilities will not be available for another 3 years.
b)Firearms other than N.P Bore will not be allowed unless a
Prohibited Bore license is obtained.
c)The foreign country may not know the difference between N.P Bore
and Prohibited Bore. It is generally accepted that .22, .25, .30,
.32, are N.P Bore for hand guns and basically anything other
than .303,5.56mm and 7.62mm for rifles.(.22,.223,.224,.25,.30,.315,.32
6mm,7mm,8mm etc are all acceptable)Shot guns have no restriction in
bore size, only barrel length of 20 inches or longer. Also no semi-
auto or self loading rifles(other than in .22 maybe???)

I had to reaserch for a good 2 years and then prepare for another 2
years before I could do all the above.
