The trouble with only experienced people reloading ammunition is that there's no way for unexperienced people to get experienced!
I started reloading at a friend's house. I bought my dies, bullets, and primers. He had powder for me to use, and showed me how to do it. I then bought my own equipment. I tried to be careful and somewhat conservative, and have had no problems so far.
The reloadign angle has been discussed here and getting components, like primers and powder, makes reloading a difficult proposition. As for bullets, if a mould can be acquired and if lead can be scrounged, bullets are pretty easy to cast, although one must be very careful not to inhale lead fumes.

@Vineetji as you are an arms dealer, please explain us what stops dealers from importing powder and primers to India? When the Arms Act 1959 defines ammunition as the cartridge and the components of cartridges, why it cant be imported for Arms License holders?
Why dealers condider Muzzle loaders only eligible for reloading and not the other weapon holders?

Firstly I think rules are not clear.
Secondly, most people have 25 cartridges yearly limit on their license.

New licenses and renewals are giving 200 limit per year, I can ask and get more very easily. Atleast in Bangalore. I intend to use 'em all and more if they reasonably priced.

@Vineetji, If someone has a quota of 100000 and endorsement of gunpowder and primers on license, will you be able to import powder and primers for such persons?

As I said earlier, there is a list issued by government and only cartridges mentioned in that list can be imported.
