Well, I would say its not difficult to build such ranges anywhere. Normally the ranges are build in such a way that they have bullet proof walls and the stopping wall has sand and tire pieces to stop the lead bullet.

Pretty much all ranges in the US have ammo restrictions like they don't allow armor piercing or tracers or steel core for obvious reasons, they may ricochet and cause injuries.

I would say some type of shooting, here in the US, is extremly cheap and lots of fun, eg. a good 22lr Rifle costs around $150 and a brick of 500 22lr rounds costs around $22. Plus in most of the states there are no ammo buying restrictions, here in washington state people buy bulk ammo in thousands of rounds at a time.

Some of them even bans FMJ, the ricochet problem is just a myth. Well, consider yourself lucky, at least you are not in Houston, TX where every range has some weird laws and crowded all the times with cowadooty kids with rails all over their tacticool guns and fudds with muzzleloaders that turn the range into a 18th century battlefield with all that smoke and smell of rotten egg. Hell, I've seen a guy who left black powder open in the bench and the muzzle blast ignited it.
When I'll get to shoot a gun?

Well ricochet can be an issue and the range owners have to be very particular about it.

Not sure about Texas, but here in WA state at all indoor ranges, they don't allow muzzle loaders and rifles higher than 7.62x39mm which is I guess an AK round. FMJs are usually OK.

Ricochet is overrated, one of my friend hit a cop in the range with ricochet 9mm +p FMJ, it even failed to penetrate his trousers. I guess permission to shoot muzzleloaders indoor depends on the range.
Higher than 7.62x39? How they measure it? rifle size, bullet diameter or caliber? 7.62x39 is AK round but a lot of other firearms are chambered in too, like the SKS, Mini 14 etc. also you can get 7.62x39 upper for AR15. AFAIK a few bolt action rifles are chambered in 7.62x39 too, mostly in Mauser action. Are other calibers that that are around .30 are allowed in the range? Like .300 Win Mag, 30-06, or .308 Winchester? If they really have some weird laws regarding calibers, somebody should go there with a .22 Eargesplitten Loudenboomer or better, a .50BMG necked down to .22 caliber, not sure but Arisaka action should be able to handle it.

A ricochet did not penetrate that dies not mean it is not dangerous :)

The restriction on the calibers is solely at the discretion of the range. You cannot argue, the general attitude is take it or leave it.

The reason many indoor ranges prohibit the firing of large caliber rifle and Magnum ammo is because their backstops are not rated to contain them. I've been to indoor ranges where it is pistol caliber only or .22LR. Nothing you can do about it.
Ricochet's can be dangerous. Just because one did not penetrate someone's pants, doesn't mean the next one wont cause damage. I've been hit by ricochets (FMJ jacket fragments) that have drawn blood and others that have just nudged my boot.

They also don't allow non jacketed bullets above .22lr coz it may release lead in the air due to high velocity. And the shooters end up breathing this lead.

If you are referring to the range in southern California, don't get me started. That's one of the few ranges that has weirdest laws.

Well constructing these kind of ranges is not difficult. The problem is there will be no customers :(
