Hi friends,
after going through the Arms Act -1959 and Arms Rules 1962, instead of having my doubts cleared , I got more confused than before. But what I think I understand is that any firearm that can chamber and fire any service cartridge that are being used by the Govt armed forces is P.B and the rest are N.P.B. in case of handguns and Rifles. And in case of Shot guns those with barrels less than 20" long are P.B. and those with more than 20" long barrels are N.P.B. Am I correct or not? Please advise.
Regards.

It is not "any service cartridge" but only any of those service cartridges mentioned in law.

9mm is considered a PB.no execptions. getting a PB is very difficult unless you have money and connections. your friends dad may have been in the army where the said pistol is standard issue. you can follow on the thread "9mmA1 pistol" .any queries about .ask away.

have fun shooting!
