You can but you will be allowed to leave with only one.The other will be a gift to the Indian Govt.

But didn't he mention in some previous post that he will be carrying one in his wife's license? so am sure that if he does that it cannot be a gift to the Indian Government.

Both Indian licenses are in my name.
I was wondering if i could get them one at a time in two separate trips, will that keep me in compliance ?

Well in my understanding, you are required to transfer of residence and you can not do it more than once - Haji

well you can do a Transfer of residence only once per two years. And in this two years you should be residing in the foreign country and should be out of *that* country not more than 6 months.
