changing barrel length

Is leagel to have new long barrels on my shotgun from 26 to 30 inch
.I want to know is it legal to change barrels and who can provide this service of changing barrels of best quality .

Not possible in INDIA,,bcoz first of all from where you will bring a new barrell.
