Since 16 bore cartridge is scares he could get some finger countable carts.

After firing them he could use the powder and primer from a 12 bore ammo and he could refil the 16 bore spent shell .

Yes u r right Vikram sir. We could just guide the shooters to the right way by these JUGAADS but making it in a perfect way is left to them ... Ha ha ha

If ammo is your concern try contacting A.L. Shaw and Sons ,Ranchi. They had some 16 bore Shaktiman Express cartridge, last time I went to purchase air rifle pellets.
