In Indian laws 20.5 inches minimum for single & double barrel shotguns is compulsory.

20 inches is the limit. anything lesser than 20 inches would make the shotgun PB. Most manufacturers produce 20.5 inch barrels. Maybe an half inch factor of safety, considering the poor quality control.
