PIL FOR RKBA

Hi Guys,
what has happened of the PIL we were supposed to file against the govt's high handed behaviour in the context of issuing arms licences.
Are we sill on track.
Last i had heard something about NAGRI being put in place.Was out of town for a long timeframe at a place with no communication or net facility.
Have we gone any further.
We were supposed to start a collection for legal expenditure to be incurred, any progress on that???
Its 2010 we are still moving at speeds of 1947.
I know i can do nothing more than making my financial contribution,at least i can try to speed up things by reminding the movers and shakers.
Am also aware that there is no full time committed/paid person for the job.
Can we not appoint a Lawyer for the same???everybody will be more than willing to make a contribution.
