NEW DELHI: Politicians appear to be the main buyers of weapons confiscated by enforcement agencies. A reply to a ‘right to information’ (RTI) query
has revealed that over 100 leaders procured such weapons at throwaway prices in the last 10 years.
Among the politicians who acquired confiscated weapons include coal minister Sriprakash Jaiswal, minister of state for external affairs Preneet Kaur, Congress general secretary Janardan Dwivedi and former Bharatiya Janata Party (BJP) MP Vinod Khanna. This information was given by the government to social activist Ramesh Verma. Mr Verma had sought details about members of Parliament (MPs) who had purchased confiscated foreign-made firearms. The government said there was a long waiting list of leaders for buying confiscated foreign-made weapons. Compared to their costs in the international markets, the confiscated firearms are available at much cheaper prices.
The weapons are confiscated by Directorate of Revenue Intelligence (DRI), Customs and police, and are meant to be used for use by government officials or are given to personnel authorised by the finance ministry.
Due to the long waiting list of MPs for procuring such weapons, the finance ministry allocates them on first-comefirst-served basis. According to the government policy, the MPs have to give in writing that at the time of purchasing these firearms they do not own any other weapon.
Ms Kaur procured a .357 Magnum revolver for Rs 34,065 (which costs Rs 56,700 in the international market), Mr Vinod khanna also bought a similar pistol for Rs 23,000 and Kumkum Rai bought a colt pistol for Rs 58,000 (which costs Rs 1,36000 in foreign markets).
The government reply said Mr Jaiswal had procured a 7.65mm pistol worth Rs 1.3 lakh, Janardan Dwivedi bought a .32 bore S&W revolver for Rs 1.45 lakh. Former Samajwadi Party MP Abu Azmi bought a PPK pistol worth Rs 3 lakh.
Only five women parliamentarians purchased confiscated weapons. Besides Ms Kaur, others who acquired weapons include former MPs Prerna Kariappa, Sushri Devi and Sangeeta Kumari Deo.
Some MPs with criminal records, including Ateeq Ahmed, Afzal Ansari and Mohammed Shahabuddin, have also benefited from the government’s policy. All three politicians are now housed in jails of Uttar Pradesh and Bihar.
Mr Ahmed procured a 30.06 mm rifle for Rs 3.15 lakh costing Rs 3.60 lakh in the international market. “In the last 10 years, 103 MPs from Congress, BJP, BSP, INLD, AIADMK, BJD and PMK have purchased confiscated illegal foreignmade firearms,” the RTI reply said.
