30% Jharkhand SHOs can't shoot straight

RANCHI: This would have been laughable were it not for the serious consequences it entails for the country’s war against Red terror: 30% officers-in-charge of police stations in Jharkhand’s Maoist-affected areas can’t shoot straight.

This alarming discovery was made in the course of target practice here in which 124 officers participated. The session took place a day after a workshop — chaired by Jharkhand home secretary J B Tubid and DGP Neyaz Ahmed — to test police preparedness and chalk out strategies to counter the Maoists.

Early in the morning, the officers were told to scram to Bariatu Firing Range where Jharkhand Armed Police (JAP)-1 was hosting the training session. In the first round, the officers were told to fire 10 rounds from their AK-47s at targets 100 yards away. The officers began firing in batches of 15. The tally at the end of the first session revealed that 38 officers failed to hit the target even once. Only 22 hit the bullseye, while 27 hit the target at least five times. The rest were washouts.

JAP-I deputy superintendent of police Vipul Shukla, who was coordinating the training session, blamed the officers for lack of practice and said that most of them were unfamiliar with AK-47. Ironically, the weapon is in use by the security forces as also by the Maoists.

The tally showed that officer-in-charge Anjani Kumar made 13 hits — three more than the 10 he was allowed. ‘‘This might be the work of intruders who hit my target instead of theirs,’’ he said, the dark humour too evident. In other words, some officers shot far too wide off their own targets. An officer who missed the target in each one of the 10 rounds said he had irritation in his eyes after firing the first bullet, possibly from the smoke. Hence, he missed all the targets.

Target number 15 had the maximum washouts. To check whether there was any problem with its position, Shukla fired and hit it nine out of 10 times.

As a matter of fact, many police officers posted in the Naxalite strongholds have had no shooting practice — some of them have not fired even a single shot in the past couple of years. The workshop and training session for officers was to make them battle-worthy.

Most cops I have come across anywhere in the world cant shoot worth a damn. This excludes the specialist teams like the SWAT or GIGN et al.
