why only this. MPs have access to the Malkhanas too, even from there by buy it at throw away prices.
I wonder if this can be brought to PC notice, that Finance ministry is loosing huge money and secondly this is double standard.

This is something that ought to be highlighted in the recent review by the MHA. I am presuming that most of these people would not even know which side the cartridges are to be inserted or even where they exit! Apart from that, they anyway have State security, so why provide them with arms? And that to at such 'nominal' prices. That's a loss to the State treasury! Moreover, I have come across people like industrialists and politicians who have put away their firearms after purchasing them, only to remove them at the time of selling, obviously at much inflated prices! And not one single shot fired in the intervening years!
