Documents reveal that all 14 models failed the technical test. However, instead of calling for fresh trials under the new guidelines, the MHA is still considering the jackets, which could be substandard.

Why is MHA going for substandard gear, question arises who stands to gain by this transaction?

This is pandemic of Indian set up chalta hai or little knowledge is dangerous thing.

Similar allegations are being leveled by wife of the officer who died in Nov 26 attack.

"Body armour questions

Mrs Karkare told reporters: "So far no senior officer has told me what exactly happened that night."

She said she had discovered her husband's bulletproof jacket was missing after she filed a freedom of information request two months ago.

"I also came to know that the file which had the date of purchase is also missing."

Mrs Karkare is demanding answers following media reports which have questioned the quality of bulletproof jackets used by the police. "

Now it makes sense why we have such a strict gun control, reading all this my blood boils, these bloody corrupt leeches are eating my country every second and I am watching like eunuch.

..well to be objective, there is no such thing as bullet proof. There in lies, the primarily fault in the establishments thinking.

Anything that can be worn (with practical considerations of weight and bulk) is better regarded as body-armor. Foolish attempts by the babus and their silly research 'scientists' to fully 'bullet proof' our soldiers and policemen in the early 90's resulted in the ridiculous 9.5Kg vest. It didn't take too long for them to be dumped, with only the CRPF and some state forces still using them for want of anything more affordable and practical.

It would be less than intelligent for a wearer to walk/rush into gunfire with any level of protection. This is where good training and field-craft has its uses.

All that of course, does not condone the fact that the establishment is adequately proficient in shady practices when it comes to the question of procurement of any equipment.

Unfortunately, to stop AK47 type rounds, you're going to need ceramic inserts and those aren't exactly featherweight. Most of the vests used by police in the US are only proof against pistol bullets.
As CC mentions, rushing into gunfire, even with a vest on shows some training issues.

Any ballistic plate enhanced armour can be defeated. It might stop a 7.62x39 round, but would it stop a higher velocity round?
Even top grade kevlar that will stop a .44 magnum will have trouble stopping a FN 5.7 round.

When buying equipment it is about tailoring for the 80% scenario. The other 20% you will never be able to cater for completely.

You could stand behind a wall wearing body armour and be taken out by a 50 BMG. Which fortunately is not a weapon commonly used by the terrorists. But back to the point any vest capable of stopping a 7.62 round (NATO or Warpac) at point blank ranges is not likely to be even in the 9.5 kg range.
