Civil Defence

Guys, is there anyone in touch with a Commissioned Officer in the Indian Civil Defence? This is important and it's definitely not for asking a favour related to providing a recommendation for a gun license. I'm searching for a class friend I last met when we're in school and heard that he joined the Civil Defence. Would like to locate him for a get together; that's all.
