Needed Liberal Gun Licence Regime

As per UN agency statistics, in india there 6 guns per 100 people (2011 figures) or 780 lakh guns, 10X the number of licensed guns. This makes India second after US for guns with citizens.
In this scenerio, It makes more sense to
concentrate on elimination of possession of illegal unlicensed guns forming 90% of toal guns, than to enforce a strict licensing regime for people who belong overwhelmingly to law abiding section of the society, wanting to acquire guns legally, constituting only 10% of those with illegal guns
GOI should create a central agency like NIA or NCB, for intelligence gathering about manufacture of guns & ammunition and smuggling of firearms, for carrying out search operations, arrest and prosecution, thus eliminating illegal guns, and liberalise issue of gun licence to everybody who pass the police verification of antecedents, with the proviso that the firearm should be used only for self defence or shooting competition or crop protection. Where is the need to show that the need exists. If it doesn't occur you will anyway not use it.
