I don't think if there is any kind of fine to not score the MQS in state level Shooting competition.
But if you fail to score MQS at State level and yet you register to shoot at Pre-nationals, in that case the punishment is 2 years complete ban from any participation and Rs. 5000 fine.

I'm with Sniper3006 on this one. There is no fine for not scoring the minimum required points. The only drawback is that you have to wait another year to have a shot at it, no pun intended.

Can’t say about other states but for Bihar, if you fail to achieve 75% of the state MQS then penalty is imposed on the club which is recoverable from the shooter.
