Village Officer, Tehsildar etc. coming in picture

Hi, My application for arms licence has been sent by the RDO (Revenue Division Officer) to the Tehsildar, who has in turn forwarded it to the Village Officer. This officer has been sitting on it for more than a month, obviously as the elections were around. The total time taken so far is 160 days and my application is still lying with the Village Officer.
My question to you is, why should the Village Officer, the Tehsildar etc. come in the picture when the Arms Rules are very clear about how to process an application?
PS: The Police investigation (including that of the Secret Service Wing) and the Forest Division's Reports have long been submitted.

That is the worst part because these people are most useless people and because of them all these problems are caused . To be honest only police should give the report followed by forest officials but these processes will go on matter how much you fight .
You have to follow with these guys and see that file reaches sp office asap .

Please consider it as a price for trying to acquire a lawful arm in a society suffering from Chronic Stockholm Syndrome .
Also bear in mind that someday you will get the licence and subsequently the weapon but you will taste the same feeling of being an unwanted person every now and then .

When the Arms rules 2016 draft was published for public opinions and suggestions. many from IFG ,NAGRI , NRAI, and the Indian shooting fratinity were asked gave their opinions and suggestions. In reality IMHO only a couple of persons including myself gave a second by second ( in actual reality on the ground) to the MHA. Finnally one Pre natal period child ARMS RULES 2016 was made the law.
Now if as the above entitities ie IFG,NAGRI, NRAI had actually sen down to earth and put their foot down on this ARMS RULES 2016 and made it very relevany to the actual ground situation, this sort of practical problems and delays ( corruption for speedy flow of the file) whould not have arisen.
Now comming to VAO and TASHILDAR giving their reports, it is a pity that we have to endure this sodomy ( please parodon me). The VAO and the TASHILDAR, RDO or Sub Divisional Officer are the arms and fingers of the District Magistrate in the Districts . It is not at all necessary by law to get the report from forest officials. The district magistrates have to come to a decision based on the ground reports of these subordinates ( In the commissionerates, it is only the police Inspectors and the Special branch) . But all these guys do or cannot interpret the ARMS ACT 1959 and RULES 2016 and their latest ammendements and send the necessary report within the stipulated time.
Now we citizens also have a attitude like getting money from the ATM vis a vis Arms licence. We have to wait for the stipulated 90 days and file a complaint against the cocerened District Magistrate or the police commissioner respectievely and make our case stronger for a favourable appeal if need be.

Very rightly said only option in this case is to file appeal in high court under mandamus and do the work asap .

In a recent ruling our Supreme Court says like ' paying extortion money is not funding terrorism ' . Everyone hates to pay bribe because it's kinda humiliating . Considering even this , do not waste your time and brains in friction with officers or the system .
The upside of every downside in our system of governance is that almost every so called rule is up for sale becoz every rule was actually framed to coax you to pay bribe . Do you know there was given a consultancy contract to a chartered accountant to frame these 2016 Rules somewhere around 2012 . The guy just did a copy paste job from Rules of various countries. It was a scam in itself .
So just go to the respective office , have a tea with the Babu concerned and he will show you the quickest and cheapest way out . Focus on your goal .
