New License application Help

Dear IFGians,
My old friend intends to apply for license for Handgun and Shotgun. What is the possibility of getting approval of both or at least one. What question from the SP/DCP might ask (some one leak the questionnaire
) from your personal experiences.
I am sure there is no reason, to reject for 2 guns at a time. However, you know the bureaucratic policy of harassing or end up negotiating for one and saying we'll see later and just approve one.. There are lot of possibilities...
