Oh ! I didn't say that ; CA Police Chief Ken James says so , right in this video . He also goes on saying that the very idea that a gun can be used for a defensive purpose boggles his mind . The concept that a firearm is a defensive weapon is a myth to him . According him , a gun is an offensive weapon used to intimidate people .

My mind is equally boggled with how a guy like him ever made it to Police Chief. Probably just appeasing his political masters.

You've gotta remember two things:
1. This is California we're talking about (La La land)
2. Most police chief's in the bigger cities there are political appointees.
3. Quite a few Californian's seem to have a rather tenuous grasp on reality (must be something in the water)
A gun is nothing. It is an inanimate object, a tool.
It is like a hammer sitting on a workbench. It can't do anything till a person picks it up.

You tend to get the buzz before us, but we all have same problem, dealing with uneducated and ignorant or knowingly playing stupid, some times public prosecutors play it to have you try to correct them with real facts. One if the things forum readers should understand is that in the USA, a Sheriff is an elected official who is accountable to the voters, while a police chief is an appointed position and is accountable to the mayors office. Anyway, the article does a pretty good job of explaining it.

Excellent summation.
One has to remember that the US is set up a little bit differently than the rest of the world. Each State is divided into Counties. For example, Minnesota is divided into 87 counties. Each County has a Sheriff and towns in that county can have individual Police Departments headed by a Police Chief. The Jurisdiction of a town's Police Force does not extend past the city limits. The US Constitution says; "The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States, respectively, or to the people". Here "United States" means the Federal Government. The Constitution specifically delineates what powers the Federal Govt. can assume.
"Technically", the Sheriff of a particular county is the highest law enforcement authority in that county. I say technically, because when the Federal law enforcement agents move in , authority is many times ceded to them because they have more resources. I'm not sure what would happen legally if the Sheriff were to assert his constitutionally granted authority over Federal Law Enforcement (in his jurisdiction).
Once again, "technically",
Your county sheriff has the ultimate authority to stop any and all federal agencies from confiscation, or conducting any federal business in the county at his/her discretion.
The sheriff is an elected official by the people and is NOT a bureaucratic employee. He has authority over any and all city and county property, and it's residents. The ONLY authority over the sheriff is the Coroner, in most counties.
