iof under MRTP??

Could any one throw light on the possibility of the IOF being under the MRTP act.
In essence it has monopolised the purchase of weapons and given rise to the existing ridiculous prices of old weapons.
The ban on import has enabled them to sell sub standard guns to civilians who have no option but go and buy from them!!
Could someone take this up in the right forum?
Even if they were to be an indenting agent for arms and civilains could place an order with them , would as well be fine but not having an option is no good.
