As per Wildlife Protection Act 1972 hunting of all wild animals except those in Schedule V is prohibited. Common crow, fruit bats, mice and rats are the only animals that are listed in Schedule V and thus can be legally hunted without official permission.
It is another matter that corruption and bribery is rampart in almost every government department. More laws and regulations means more handle in the hands of the corrupt in law enforcement to extort bribes.
