There is any Road permit required for buy an I.H.P pistol from Ahmadabad factory and bring it Calcutta through courier. Mr. Makhija of I.H.P said its required. But I am a rifle club member, if I produce my I card then its required or not. If road permit is mandatory then what is the procedure to get it.

The road permit is issued by sales tax department. It has nothing to do with rifle club membership. Mr. Makhija can't help you in the matter.

Check the WB Govt. Sales Tax website. As per my knowledge (I work in Supply Chain / Logistics), this is applicable only in cases where you would resell the item, not for end-consumers. You would need to have a Sales Tax registration with WB govt., which in your case (as a private citizen) would not apply. Of course, if you are buying it in the name of a business, you would need to supply the said permit.
In your case, the VAT / CST paid certificate by the seller should suffice.
You can also check the WB state sales tax website, and call the contact numbers there, to confirm.

Cheers!

The company I work for has WB Sales Tax registration (like all states wherever we do business). It is a very long process, and obviously you wouldn't get it unless you are registering as a business (you would need to have business incorporation, proprietors / partners / directors, etc., etc.). They won't give it to you for importing (from outside WB) a single item.

Check the site as to what exact rules apply in your case (http://wbcomtax.nic.in/welcome.asp). I have given a broad perspective, if you need, I'll ask my chap in Kolkata and let you know.

Cheers!
