Govt. to send lost items back free of cost.??

I got this by email from my bro-in-law.
Is this true or someone pulling a fast one..

Has anyone heard of this? any news clipping reference would be good.

If you find any important documents like Driving License, Ration Card,
Passport, Bank Passbook, Voter's Card etc. that is missed by someone; simply
put them into nearby post boxes.

“They will be delivered to the owner and postal fee or fine will be
collected from them”. **

this leads to one question - what should a good citizen do if he finds someones lost documents?

For free ?? Then the post man will charge a bribe for delivering it or the lost thing will be damaged/broken/not in condition to use due to negligent handling !

if you post them with paying for the p&p you can be sure some one will misuse it.

In the U.S. in the "old days" (1950's-60's) this was the accepted norm. Stuff was returned to you free.
Now, I don't think I'd trust our benovelent leaders.
