The Indian Passport - Knowledge Base
It was time to get passports for my kids. My wife's passport had expired in 2002 as well. My Passport had less than a year of validity left, and the address on it was obviously a 9 yr old defunct one!
I thought I will share my experience and capture the processes around this activity - Maybe this thread can become a knowledge base for anyone seeking information on how to renew or apply for Indian passports. (admittedly this is a 'Bangalore' experience - but I am told the same process is being rolled out across the country)
Firstly - in Bangalore- they have set up PASSPORT SEVA KENDRA's to process all applications. RPO no longer accepts any application directly. Details can be had here - http://passportindia.gov.in. They also have a very useful 24x7 helpline 1800 258 1800. Upon calling them this is what I was told....
MY PASSPORT
1. I needed to get my Passport address changed to the current one.
For which a copy of the first two and the last two pages of my Passport Plus those pages which capture any other endorsements like ECNR etc are required.
PLUS
A Copy of Land Line Bill (in my case BSNL.. but they accept Airtel also) - HOWEVER - along with the latest bill they also need us to produce any bill over ONE YEAR OLD .. apparently to prove we have been living in the same house for over a year.
(In case you have lived in multiple houses in the last one year you will have to provide multiple address proofs for all of them. )
MY WIFE's PASSPORT
1. Her old passport issued from Cochin expired in 2002. She needed a new passport with the current address
Unfortunately she did not have a single address proof in her name. The Gas, telephone etc was all in my name. Luckily her name was already included in my passport - hence we included a copy of my passport, and our marriage certificate and they agreed to accept the same tel bills as address proof (apparently as an exception - they had just changed the rule the previous day only. So please ensure your wife has SOME address proof in her name before applying for a Passport)
2. Spouse's Name to be included.
Copy of the marriage certificate.
3. Name change from Maiden name to married name.
Copy of the marriage certificate. You will have to mention the maiden name in the appropriate column in the application form too.
KIDS PASSPORTS
Please note that it is mandatory for both parents to have their names endorsed in each others passport for this to become easy. Else getting a passport for children will involve a lot of affidavits etc. Since we were all applying together, and since my wife's name WAS ALREADY endorsed in my passport, it went thru without any problem.
We submitted
1) Their BIRTH CERTIFICATE issued by the Municipality/Registrar of Birth and Death. (mandatory -they will not accept anything else).
2) A copy of my passport -first two and the last two sheets - PLUS the page showing wife's name endorsement.
3) Address Proof
4) A thing called ANNEXURE 'H' which you will find on their website. Its basically a joint application cum declaration from both parents on white paper.
5) Linked our file numbers (both parents) to their file number.
THE PROCESS FLOW
Our research showed us that they give only 100 tokens per day for walk-ins - and the queue for this starts at midnight itself!(they give out the tokens only at 8.00am everyday)
We were in no hurry. So we decided to go the APPOINTMENT route. We went to the PSK website - http://passportindia.gov.in
- We created our user ID.
- Filled out and uploaded each of our applications online.
- used the website to schedule the PSK appointment .. in our case the first available slot was an entire month away - I applied on 15th July and the earliest slot available was 12th August!!
- Take a print out of the appointment sheet. YOU WILL NEED TO SCHEDULE EACH APPOINTMENT INDIVIDUALLY.
Then CHILL for the month or so... get your paperwork in order.
Our appointment was for noon today. With all the ORIGINALS & ample self attested copies in hand, we landed up at the PSK at Bellandur at 11.45am. Mind you - EVERYONE WILL HAVE TO BE PRESENT IN PERSON - in this case all of us went .. me, my wife and both kids (took chutti from school!).
- At the entrance you will find half a dozen security staff. Ensure you flash the print out of the appointment you had taken (INDIVIDUAL APPOINTMENTS PLS else they will not allow you in!). They will check your name against their list of appointments for the day and after the mandatory frisking you are allowed into the token area. Time taken ten mins (we were four of us and they were methodical)
- At the counter give the printouts across - your documents will be checked to ensure you are carrying the necessary supporting documents and then a BAR CODED token is issued.
- You will then be ushered thru another security check/metal detector into the holding area. This holding area has drinking water, the loos, and a xerox cum tea-coffee-biscuits vendor. Time taken another 10 mins (to generate four tokens)
- To give you an idea of their efficiency we had barely sat down and our token was called out (advantages of taking an appointment). We were ushered into yet another hall with three rows of cubicles in three categories - A, B and C .. all serially numbered. There must have been some 20-25 'A' cubicles. We were asked to go to a particular A cubicle. Hand over your token and there a TCS customer service rep helped us retrieve the application we had filed online, collected all SELF ATTESTED copies of the required docs, verified it against originals, and scanned and uploaded them into the system. She then took a digital photograph (using a 10MP Canon Powershot for those who are interested) and fingerprinted us. She then allowed us to verify the final application for correctness of information/spellings etc. Then she tells you how much it'll cost you - fork over your money (1000 for normal 10 yr passports and 600 for 5yr ones for kids ). She then submits the whole file and the unique file number is generated. She will then print out the application form - which now has your mug shot innit - and ask you to sign in all designated areas. You will be asked to sign the receipt as well. She will then put the whole thing in a brown paper file - write your name, details and file number on it and give it back to you. Time taken 1 hr (about 15 mins per person)
- We then move to the adjoining Section 'B' where all the officials from Passport office sit. They are called VO - VERIFICATION OFFICERS. There are about 9-12 such counters and you await your turn - which is almost immediate. Your file number will be called out - you approach the designated counter and hand over the file you have just put together to the official sitting there. He will peruse the documents given , check it against the original, ask for more if required, and OKAY your file. Time taken - 20 mins in my case - five mins per application.
- You collect your file and move to the 'C' Section. This is where the GO - GRANTING OFFICERS sit. There are only FOUR counters. (notice the decreasing numbers) It takes the longest here - We had to wait for about 2.5 hrs thanks to the lunch break(1.30-2.15)... but it can take you at least one hour or more before your turn comes. The Granting officer will go thru your file, can either accept the docs give, or ask for additional requirements. In effect she will either 'GRANT' or 'HOLD' your application. He or she will also decide if your case qualifies for a Police pre-verification, post verification or NO verification. If they accept your file they will tell you so, stamp CANCELLED in your old passport and give it back to you....You say thank you, flash a smile filled with gratitude and get up and move calmly towards the exit. Time taken five-ten mins each file/person.
-At the exit they will ask for your TOKEN and the FEE RECEIPT. Both the fee receipt and your Token are bar coded. They scan that and the system generates an ACKNOWLEDGEMENT LETTER clearly stating all salient features .. of the services sought (new/reissue PP, name change, endorsement etc etc), documents given, status whether granted or not, and type of Police verification, etc.. They will take a print out of the same, staple your receipt to it and give it to you. You will find a touch screen facing you which will ask you to rate their services across four parameters.. you click the response of your choice and the security will let you out.
THE END!
We went in at NOON and were out by 4.15pm. This included the lunch break that we got caught in (so those who fix appointments may want to factor this in) We find that mine and the kids passports have been okay-ed without the need for ANY police verification. My wife's however will need Police verification since her passport was issued in Cochin and had expired in 2002.Coupled to that she also did not have an address-proof of her own in her name... hence.
I am told that the Passports without verification lands in less than 7 days.. lets see how long this takes! Tatkal is 3 days flat and will cost you 1500 per PP extra. The ambition of the project is to ensure they bring the TAT down to 3 and 1 day respectively! Will be remarkable when they do!
Status of your application can be checked online at http://passportindia.gov.in .. ... as can be any other information you seek. Amongst other things, they have a very helpful document assistant on their website to help you figure out what you might need (pls bear in mind however that the APO/GO may decide to call for additional documents - I recommend calling their helpline on 1800 258 1800 one day prior to your appointment to reconfirm requirements. Please carry additional documentation just in case!
All in all a very good experience!

Firstly congrats on getting the precious document.
To tell you the truth, my first passport was issued by the Banglore office without any contcats/phoning, happened ALL through post/correspondence and it took a 3-4 of months from start to finish. It was more convenient than getting my driving license; convenience equal to getting an admission form to college. and since it was my first time, i didnt realise that getting a passport wasnt supposed to be very easy.
In general I saw that people in Karnataka/bangalore were less corrupt, more willing to do their job.
But every other place including the Indian embessay in London has been a nightmare not necessarily because of the time taken (they are quick er in London) but because of the hassle, chaotic way the things are handled.
When my mother applied for the renewal of her passport, in due course a letter came from the police station to report for police varification, as per the indian practice, women dont go to the thana so I went. They didnt ask me to sit down. (my local thana and the Sp knew dad- not that it should matter; everyone should be treated with dignity).
They addressed me as 'tu/too' rather than 'aap' or even 'tum'. Then asked where mom wanted to go.
I told them nowhere. They asked rudely if i was fooling them. "whu would anyone apply for a passport if not travelling". I told them it was an identity card and a citizens right.
"dont teach us the law passport application is for travel". I politely reminded them that it was a visa they were referring to.
I could see they were getting worked up. "they said i would have to namme the country she intended to travel to if i wanted the police varification to go through.
Told them to guess anycountry to satisfy themselves as my mother honestly wasnt planning any travel.
They said i was being smart so i said USA (go for the country that post 9/11 had strictest visa)
then they asked why i had hidden this 'fact' from them. I said because it wasnt final and we didnt have the tickets or dates.
This seemed to satisfy them and with a winning smile, they said the police varification was over.
What happened to me in London is another story and will write it if members interested.

ngrewal, could you please elaborate what you had to go through. My renewal is coming up. The last time I renewed it, I did everything in the mail and there was no hassle. I have to go through Chicago. It took about a month and they sent the old passport (expired) back with the new one. Have things changed so drastically? It depends what kind of paperwork they need notarized affidavits etc everything to the T. Seems like you are Green Card holder?
Again NYC folks can be efficient but the consulate is in central park ritzy neighborhood blocks away from Kinkos or a bank who would notarize documents at the last minute. Its a drag but try doing yourself i.e. standing in the line you probably have your duck hunting gear or even minnesota winter attire should suffice in the cold...LOL I am a US citizen but still for Visa and PIO or simple affidavits got to stand in the line early They could have this office mid town where one can stand inside or seek appointments via computer. last time I wrote a letter to Indian foreign office their feedback was you are very hostile. Point was the neighbors are millionaires who yell at folks because we scare their dogs or supervisors of those buildings dont like the queue blocking their entrance. I asked one of these roughnecks to call the police or I was going to report since they dont own sidewalks. Old folks sit on newspapers in chilling temperature its just the way they treat patrons is ridiculous especially since majority of folks are H1 B worker bees who have to take time off jump on a train and then run up three blocks. In case something is off take a cab to find a Kinko or a notary. The bank around the corner Chase to be precise dont even let you in because they are private bankers...only nice thing is Museums are close by especially Beretta Galleria is literally across the street..

sorry xltarget i forgot i had to wrtite to you about my experience in london.
well 3 yrs ago, i thought that for the first time, let me do things well in advance rather than lastminute.com.
So 6 months before my passport was due to expire, i put in an application for renewal.And since i travel a lot, i applied for a 'jumbo' passport by paying extra.
Now i post my passport (its friday) and go to another town to meet a friend over the weekend.
Early on sat morning (lunch time in India) i am informed that my grandfather passed away.
I was shocked since it was unexpected (though old, he was fit and not unwell or anything).
Now my passport was still in the system. (not in the letterbox since it would have been taken out in the saturday morning delivery; but wouldnt reach the embassey by monday. Next day being sunday, there was no way i could apply for emergency documents to travel in time for the funeral (in India the body isnt kept for days like in the west).
So on monday i request the embasey to:
1) either process my passport really quickly
or
2) not to process my application but to return it to me so i can travel to india and at least attend the 'tiya' (third day).
Now i am connected to some officer who can consider this reqwuest. I tell them my grandfather passed away and i want to go to india.
The first thing he asks me is ................
my caste.
yes thats right, my caste. Can you believe it?
I answer ******.
Apparently wrong answer because he happens to be ****** and (i am guessing) doesnt like ****** (my caste).
so he says since i have made an application for renewal, they cant cancel it so it has to go through the channel and renew my passport. He says it takes a few weeks but i plead for him to reconsider.
He says he will get back to me.
I call up my family and tell them i cant attend the 'tiya'.
I am now hoping to attend the barawah. (the 12th day).
I heard nothing for 2 days; in the meanwhle i am trying to persue the matter by calling the embassey.
Then someone calls me and says there is a problem; they dont have the 'jumbo' versions in stock.
So i say no problem give me the normal one.
They say they wont refund me the difference.
I ask why and tell them its not a question of money but principles that why should they charge me for something they arent giving me.
They say either i wait for the jumbo stock to come from india or go for the normal sized.
I tell them i need to travel so ill make do with the normal one.
They refused to acknowledge this in writing or give me a reciept.
After 2 more days they tell me that my passport is ready and i should come at 3 pm to collect it.
I have paid ofr postage already but since this is a special case, they wont post it. And they wont refund the money/difference.
This time i dont argue and tell them that ito get to Bharat bhawan at 3 ill need to take the day off work which i dont want to since i would rather use the time to spend with my family in India. So:
1) either post it (special delivery will reach me in 1 day since i live in london; and it doesnt compromise my plans for the 12 day)
or
2) call me at 5 so i can leave work early without taking leave
or
3) give me the day after the first thing in the morning so i can collect it and then go to work.
But they say no it has to be at 3 pm tomorrow only.
so i take 1 day additional leave and reach bharat bhawan.
Just like the american embassey, they have 2 enterances, the main and the side.
(the side enterance in indian embassey leads into a basement).
But in the US embassey, the main enterance is for us citizens and side enterance for the other natyionilities and in Bharat bhawan, the side enterance is for indians!!
So i go into the basement and i want to ask what to next.
The office was indian sarkari daftar style with 2 clerks sitting behinf wiremeshes and bars and not even acknowledging my presence; let alone answer my questions.
There was no token system/ticket numbers. and there must have been 70 other people everyone asking each other questions.
SOmeoine tells me he was told to report at 11 am.
So i just sit there and wait.
I wait for another 2 hours. By then its 5pm and both the clerks in the room pack up and leave with the people there asking questions.
Now its 5:30 pm and no idea whats happening.
I am thinking if i had known this, i wouldnt have taken leave but would have come after work.
Suddenly a man comes to a window and empties a bag of passports on his desk. They are all piled up. He randomly picks up one and calls the name out.
There is so much commotion and there is no queue or a mike for announcements. Plus no one is aware that this is going to happen. Some people are in the loo, some not facing that particular window (which had been unmanned for the last 3 hours) so no one knows which name has been called. Since no one answers, that passport is promptly thrown back into the heap
Then he randomly picked up another one and called out the name. this time someone answers.
Soon my name is called out and i go to him. He has 2 passports in his hands; my oldone and my new one.
When i extend my hand to collecrt them, that man asks me for proof of id.
I say bro, my passport is in your hands. thats my biggest proof.
He says no. I say i dont have a car and no drivers license yet. Plus i tell him my case and how no one had told me to get a proof of id to collect the passport and how in the other embassies, they open the passport and then see if your face matcheds the pic in the passport.
He says he needs proof. I reply you have a 6 foot proof of id staring you in the face but yet you cant see it.
this makes the crowd roar with laughter. He still is stubborn and asks me to make an affidavit.
I do the affidavit and finally get the passport.
The other people still awaiting their turn look at me with envy as if i have won the lottery.
I do hope that such a thing happens to no one. I have been to many consulates/embassies but the worst treatment i have recieved was in Bharat Bhawan, my own embassey.

Thats ridiculous case asking caste...my sister went to drop her husbands application and they wouldnt accept because they wanted the particular person to come in ??? let me tell you I have been into Pak Consulate twice had tea no issues (BTW they are both located literally back to back - probably share back yard). Our Babus and Bhenjis take the cake luckily in NYC they have token system. Indians are buying to much into the slogans shinning et al care least about customer service to the very folks who give them the billions of dollars per year from remunerations received from the expats.

It seems India doesn't want Indians living overseas to visit India without jumping through hoops. Within my family and friends I personally know of people not given the Visa based on 1 insignificant minor issue or another from Indian Embassy in California USA, Vancouver BC, Singapore and London. Even my spouse, who is not Indian and another relative who is 4th generation born outside India was asked to go through stupid "renounce the Indian Citizenship" paperwork when neither possessed an Indian citizenship to begin with
