what i have understood from the whole story is a certificate/letter issued by any local MP or MLA or concern authority/ Govt department, which says, abt the said person that he has a good moral / cracter, and the issuer knows him personally...........
NO-2, it also can be a certificate/letter, issued by any district or state or national rifle association, stating that the said person is a shooter & life member of NRAI....so deserves a Arms licence....

Police must have started verifying those letters by contacting issuer directly, to very that they have ever issued such letter of not.....

Next important question that arises, is "Recommendation Certificate/Letter" a part of/requirement of Arms Act? If no, then why these are being asked for and relied upon in the first place? As per my opinion, people were getting compelled to do all this due to corrupt and unreasonable demands of officials(especially in the district of residence of applicants), since arms licenses were not being issued in the normal/legal/uncorrupted way.

My friend,nowadays there no normal,legal,uncorrupted way.
THE ONLY WAY TO A LICENCE GOES THROUGH YOUR PURSE,DONT BELIEVE ME TRY IT OUT,SEE HOW FAST YOUR LICENCE IS AT YOUR DESK.
Inspite of two years of delay no .22 licence comes my way,documents are best possible combination.
I ask for additional weapon on existing licence,i am shown the rule book,ONLY ONE WEAPON ALLOWED ON LICENCE FOR CROP PROTECTION.
The scoundrel at the district office winks at me and tells me,friend why you wasting time,spend something your licence will be done in a months time.
Have lost faith in the system.Stopped making rounds of the DC'S as well CP'S office

Reminds me of an old saying "IF YOU DONT LIKE SOMETHING, CHANGE IT, IF YOU CANT CHANGE IT,CHANGE YOUR ATTITUDE"

Did the last thing forgot thinking about my licence.

Yes gunrunner you are right, conditions are pathetic in every government department. I am also aware of this. The question that comes to my mind is, when all this open and is already the order of the day, then suddenly why this hue and cry or there is some vested interest who is raking this up?

who suffers ?, a common person....who can't spend....a patriot who doesn't like to spend.....a true soul who is not at all attracted by their whims & fancies.......

Actually, the way we see a high rank govt official has to be change....if u ask me....every govt official, let it be licencing DCP, ACP, SHO....ADM, DM, DC, ....MP, MLA, or even PM.....all are elected for the people and by the people.....Actually they are paid employees.....BUT we all fold our hands to them bow our heads to them....(Poor we)

Regret for our society & we too...(System needs re structuring)

Foreign visitor to Delhi was taken around by Indian friend. Seeing the poor on the footpaths, he asked, "who are these people."

Next was a looooonnngggg traffic holdup.
Tourist: Who are these people?
Indian: These also are the common people of India
