Are those Russian round available for the civilians? And could you provide more info on those rounds please.

I think in the U.S. U can get these rounds- have seen discussions in some forums to ban availability-because these ahve been used to shoot at Police with armour vests.

I guess they have been banned now as all armor piercing handgun ammo is banned at federal level in USA for civilian use. Also some state banned Teflon-coated bullet after some dumb news source reported them as "cop killer" bullet even they were not used against cops.
