Draft is when rules are framed and proposed to be passed in legislature or say parliament in simple words. If passed and when it gets assent of president or in simple words get signed by the president then only it becomes law and is imposed . In some laws it’s specifically mentioned that they have to be published in official gazette so they come into force when published.
Now Arms act 1959 has been amended several times the latest being Arms(Amendment) Rules 2020. My friend you have to be specific about your question? What doubt or question have you got in your mind ?
