NEW DELHI: An illegal arms bazaar is thriving in the city and it is easy to procure a gun if you have the money and right contacts. From simple kattas (crude handguns) to sophisticated automatics, everything's available for prices ranging from Rs 4,000 to Rs 2 lakh.

The trade has changed in some ways over the last decade. For one, it does not cater to only gangsters anymore. As the events of the last few weeks show, even lovers with a grudge can find guns easily now. Also, the guns are made in India, not smuggled from China, Malaysia, Italy and Pakistan. While the more sophisticated weapons are made at factories in and around Munger in Bihar, the crude ones are made across UP.

Most guns are sold in UP and Haryana. Agents in Meerut and Aligarh dispatch them to areas like Najafgarh in southwest Delhi and Narela in outer Delhi, from where these are distributed, says special cell officers, adding, deals are struck on references.

The rise of outer Delhi areas as a hub of the gun trade is owing to their easy connectivity by bus routes, sources say.

Police data show how arms sales have slowly picked up. While 573 illegal weapons were seized in 2009, 634 were seized in 2010, and 770 in 2011. Till July this year, 463 guns had been seized. Ammunition seizures have also risen, from 1,165 in 2010. More than 1,035 cases were registered under the Arms Act in 2011 (up from 884 in 2010). The crime branch alone recovered SLRs, carbines and double-barrel guns while busting nine different organized gangs.

"The gravity of the problem is evident considering that only 1,129 new arms licences were issued last year while 11,758 others were renewed. The crime branch even seized 10 guns from petty burglars,'' said an officer from this specialized unit.

Time and again, gun factories have been unearthed in the capital. "An Indian Mujahideen unit was found at Meet Vihar. We would have investigated with great attention but for the fact that a gang war at the UP-Delhi border showed how even local gangs now possess AK-47s,'' said a special cell officer.

The growth of hundreds of illegal arms units on the city's outskirts and in neighbouring towns has made the problem complex. In west UP, gun manufacture and running has become an organized industry. The factories make every part, from butts to side covers, barrels and triggers using grinding machines, hand-powered drills and welding machines.

An officer told TOI that illegal weapons outnumber legal ones in the city eight to one, and more than 90% of violent crimes in Delhi are committed using unlicensed guns. "Guns are even available on rent. You just pay for the bullets and even get the deposit back if the weapon is returned intact," said a senior police officer.

According to a special cell officer, the katta remains the weapon of choice as it is the easiest to dispose of after a crime. "It is almost impossible to link a katta with a crime or a criminal unless there is a clear set of fingerprints," the officer said.

Gents I will say this again, please bombard the news paper editors and reporters on our issue . A lot is being written about Women and Gun ownership, I would request our Lady members to come forward and talk to the media. Also all others members must write to the editors as we would be foolish to not strike the iron while it's hot. I hope all of us write to the editor of TOI and specifically address the issues and challenges being faced by gun owners and those seeking to own a gun legally. It's not enough to just talk about it on the forum , it's like preaching to the choir. So I request the Missionaries of Gun Rights to reach and spread the word to the common man as well as the media. Biren and Winne I will request you to write to TOI the reporter's email is [email protected]....

20 year's ago i have see this desi katta or desi tamancha. This is illigle arms....how can posible make this tamancha and ammo i think this make prossece is easy so some people make this illigle stuff our conuntry 's 2 or 3 state is most of involve in this illigle work

Rightly said winnie.... but well put by the reporter that there is market for illegal arms since with few licences granted... law of country followed by honest citizens.. only market which florishes is that of illegal market for arms.. with passage of time most lawfull armsholder will be registering as goodboy mentor advised under antiquity act and not under arms act.

Rakshit... Dwaipayan writeups on gun now and then.... well he is now educated much like us.... you should have read his articles some two yrs back...

So, while Ms Kishwar and the rest of the social engineers are busy taking guns away from defenseless women and law-abiding citizens who want to exercise their Constitutional rights, where is her comprehensive plan for eliminating this illegal trade in weapons and her comprehensive plan for stopping the illegal importation of them? For that matter, where is her comprehensive plan for eliminating goondas, dacoits, naxalites, and the rest of the ills of society that plague people she and those like her have consigned to a defenseless state? I would like to hear this part of her plan for good and wise government.

After all, if she takes it upon herself to protect us by depriving law-abiding citizens of the ability to protect themselves, doesn't she have the responsibility to offer a reasonable plan that makes these threats go away? Or does her efforts to protect the public just apply to making the world safer for the goondas? I congratulate her; she seems to be making a lot of headway on that score.

Timmy, it's like those animal activists who say rats should be treated with respect.The realities are understood by those who face problems, not those who imagine how problems might feel like.They will do squat for citizen safety.I wonder, in a country where more than three fourths of the people do not have adequate food, and earn about 50 bucks a day, how will a gun costing 100,000 at least be accessible to them?

A crude gun costing a few days wages is a very attractive proposition to the " Masses " so to speak.It is just how " China Mobiles " are a big hit.Even laborers have a big phone with the bells and whistles for the price of a basic nokia.The chinese made it possible.So also the situation with guns.It's just what many are willing to pay for.
I would rather hit my target gently than miss hard.

Timmy, you know how horses used to pull carriages have this eye-patch like thing to prevent their gaze from wandering, and force them to keep looking straight? (Dunno what it's called). These social engineers have the same thing - they only see "gun ban", nothing else.
