This is so not beacause of low rate of crime .One of the main reasons for this is that the rate of conviction is very low in our country .Hardly 20% of registered crimes end up in conviction .This is mainly to the poor investigation and no one seems to be bothered about this ( I mean our parliamentarians) . Where as in a country like Japan the rate of conviction is very high something like 90% . This is UN data .
