1. Best guns for self defence for a beginner
There is nothing as "best" gun. The best gun is the one that you know best how to use it i.e. you have practiced shooting with it a lot and know it like the back of your hand. There is no point in possessing a .357 magnum revolver if you can't hit your target. On the other hand if you are proficient in using the gun, a well placed shot even from a .22 revolver/pistol will produce results.
2. Guns under Rs 10000
No legal guns are available for under Rs 10,000. For prices of legal handguns and rifles you can visit the website of Indian Ordnance Factory. Illegal guns for criminals are said to be available starting from Rs 200 onwards.
3. Necessary Gun accessories - clean and maintenance

If you are also looking for material with Constitutional angle(correctly mentioned by spin_drift)about Right to Keep and Bear Arms and unconstitutional policy/order of MHA you may refer
http://www.lawyersclubindia.com/forum/R ... -36011.asp Please note that as of today acquisition, possession, carrying, manufacture, sale, transfer, transportation etc. of arms and ammunition is regulated by Arms Act 1959. For possessing a firearm one needs to acquire an arms license(which is practically very difficult to obtain due to gradual and clever subversion by bureaucracy) else he may land in jail.
